Roads to Peace? The future of infrastructure in fragile and conflict-affected states

    Abstract

    INFRASTRUCTURE constitutes a large portion of contemporary donor spending on fragile and conflict-affected states. But we know little about its impact. As part of a collaboration between DIIS and UNOPS, this report provides an overview of the evidence on the interactions between infrastructure, conflict and fragility. Through cases of experiences from contexts such as Congo, Afghanistan and South Sudan, it forwards six challenges that condition the positive impact that infrastructure might have in fragile and conflict-affected states.
