    Abstract

The study was commisioned by DFID, Nepal, and the Ministry of Federal Affairs and General Administration, Government of Nepal. It examines the previous use of social mobilisation as a means to strengthen local governance between 2008 and 2017 across Nepal. It then assesses the needs and potential for social mobilisation to strengthen citizen engagement with the return to elected local bodies and the implementation of the new federal constitution.
