Description
In particular China and Gulf states are involved in operating terminals through
concessions. Agreements include the establishment of military bases, thus mixing
security and economic agendas in already volatile regions. POLITIES examines the
kind of polities that evolve through the interaction between local authorities,
foreign investors and global logistical orders. It analyses the rising logistical hubs
of Doraleh (Djibouti) and Berbera (Somaliland) that are targeted by these ‘new
hegemons’ for investments in port facilities and military bases. Methodologically,
the project includes fieldwork, policy analysis and process tracing. Conceptually, it
draws on critical logistics and state formation literature to develop a notion of ‘port polities’ characterising political orders that emerge in the nexus between landbased and maritime corridors and logistics networks.

afrikanske havne blevet genstand for stigende opmærksomhed. Det bevidnes af den
måde særligt ikke-vestlige stater som Kina og visse Golf-lande investerer massivt i at bygge og udvide havne på Afrikas Horn. Flere af investeringsprojekterne
indebærer også etablering af flådebaser. Således synes samarbejdsaftalerne at
tilføre en sikkerhedsliggørelse af havnene med konsekvenser for hele regionen.
Denne udvikling har hidtil været genstand for sparsom forskning. POLITIES søger
at råde bod på dette. Med specifikt udgangspunkt i De Forenede Arabiske Emiraters
investeringer i Doraleh havn i Djibouti og Berbera havn i Somaliland, søger
projektet at svare på, hvilke former for politisk orden der udvikles i mødet mellem
de afrikanske havnestater, Emiraternes investeringsprojekter og de private aktører,
der implementerer dem.
Projektet indebærer feltarbejde i Djibouti og Somaliland, samt i Emiraterne, blandt
offentlige og private aktører der er involveret i havneprojekterne på Afrikas Horn.
