Jethro Norman, a Somalia specialist at the Danish Institute for International Studies, tells Acacia that illegal fishing in Somalia isn’t just a problem of weak enforcement it’s “a global racket”. “It’s a system that treats Somali waters as a free-for-all; rewarding extraction, [and] punishing subsistence,” he adds. “Somalia has the potential to build a thriving and locally led blue economy, but that future is being stolen in real time, net by net.”
