FSPS 2025: Russia's Shadow Soldiers

Russia’s recruitment of foreign fighters from countries such as North Korea, India, and African states directly impacts Danish security and defence. These fighters help sustain Russia’s war in Ukraine, prolonging a conflict that threatens European stability and NATO’s eastern flank, where Denmark plays a strategic role. This project analyses Russia’s recruitment strategies, the motivations of foreign fighters—often driven by economic opportunity rather than ideology—and the diplomatic risks Russia faces when these recruits die in combat. Some of these countries, including India and the Central African Republic, are key to Russia’s international support, and any shifts in their alignment could alter the global security landscape, affecting Danish foreign policy interests. Additionally, foreign fighter recruitment introduces new migration challenges for the EU, raising concerns about radicalization and security upon their return. Understanding these dynamics is essential for Denmark to develop robust defence strategies, contribute to EU security, and protect national interests.
