President Joe Biden has sought to reestablish the United States as a global leader on democracy, describing the current moment in history as in inflection point in a clash between democracy and autocracy. A core element of this agenda has been the Summit for Democracy initiative, which brought together more than one hundred countries at three summits to bolster democratic solidarity, counter authoritarianism, and galvanize multilateral initiatives to support and defend democracy. While the initiative was launched in response to a specific geopolitical situation of global democratic recession and the rise of revisionist autocratic powers, its core idea is part of a long history of American efforts to unite the world’s democracies. For more than a century, policymakers, diplomats, and intellectuals have offered numerous visions for a community of democracies rooted in democratic solidarity and cooperation. Although the geographical scope, institutional structure, and foundational principles of these visions varied as they were conceived of in response to different geopolitical contexts, they shared a close connection to American power and envisioned democracy as the cornerstone of a peaceful liberal international order.
